  1.  Command: Spystart            Syntax:  Spystart <channel> <towho>
  2. Function: This will cause the bot to report any private message 
  3.   that are recieved by it to <towho> and it will also report any 
  4.   messages from <channel> to <towho>.  <towho> may be a person
